Alcohol and drug addiction rehab to open near Bethany Village, Encompass Health

The former home of Renova, HealthSouth and LifeCare near the Encompass Health Rehabilitation Hospital and Bethany Village will soon have a new occupant.

The BroadRock Group plans to open an alcohol and drug addiction inpatient and outpatient rehabilitation center under the name, Lumos Recovery at the vacant property at 4950 Wilson Lane in Lower Allen Township.

The company is requesting the addition of the permitted use of outpatient mental health and substance abuse centers to the R-3 Multifamily residential district in the township. The item came up at Tuesday’s night Lower Allen Township Planning Commission meeting. The Planning Commission recommended the adoption of the zoning ordinance amendment at the meeting.

There will be a public hearing with the Lower Allen Township board of commissioners at 5 p.m. Monday to consider the amendment. The ordinance would only allow an outpatient center when operated in conjunction with an inpatient center. And the ordinance amendment would only not only apply to this property but to any similar property in the R-3 Multifamily residential districts in the township.

A portion of the property is located in Upper Allen Township, according to John Eby, building and zoning coordinator for the township.

The center is permitted to have an inpatient center. BroadRock, the owner of the property said it received a zoning permit on Tuesday. But the company needs to apply to have outpatient use at the property.

“Outpatient is all about allowing the patient time and place to continue their recovery in a place that they already feel safe and comfortable,” Lawrence Weiss, the founder of the BroadRock Group told the commission.” They are familiar and connected with the staff … outpatient services is crucial to the betterment of the patient.”

BroadRock has a similar facility in Kansas.

Weiss said that in the first year of operation that the facility would maybe have five to 10 patients a month and not as many people for the outpatient program. And that number would be expected to grow over time.

Weiss said the need for facilities like Lumos Rehab has increased with COVID-19.

“So many more of our friends and neighbors need help,” Weiss said. “Anxiety, depression, isolation are all increasing, and the need for outpatient rehabilitation services has also increased.”
